JEFF KIRBY – President –
My wife and I settled into Cedar Lakes in 2019, making this our forever home. We moved to Columbia in 2012 while still serving in the U.S. Army, which was our 9th home in 18 years, between the United States and Europe. I retired in 2017 after my last assignment in the Horn of Africa, and have worked for the Richland County Sheriff’s Department since. I have been married to Jennifer for 27 years and we have 2 grown sons that both graduated from Blythewood High School. My hobbies include working out, running, hiking, volunteering, road trips, adventures, playing with the dogs, Leo and Maeve, and spending time with Jennifer and the boys.
I spent my entire career in leadership, plans, operations, training and project management, while working with all four branches of service, other governmental agencies and countless foreign militaries. We left a less-than-ideal HOA experience in Columbia where I served as a neighborhood board representative. Here in Cedar Lakes, I immediately volunteered to fill in vacancies and help out any way possible, to make Cedar Lakes the best possible experience possible, for everyone. I served most recently as the Vice President and believe the HOA should focus on what’s most important, maintaining property values, preserving the environment, enjoying our small, quiet community, while keeping the cost as low as possible, with as little oversight as required.
PRISCILLA GREEN – Vice-President
Priscilla is an exuberant supporter of the HOA and has served the HOA since 2021; first as a volunteer, then as an At-Large Member. She has been married to Gerald for 21 years. They have owned land in Cedar Lakes since 2007. Priscilla is a self-employed entrepreneur and prides herself as a servant leader. Her hobbies include being an avid runner who loves everything beautiful. Priscilla is a southern belle who enjoys the outdoors and spending time with her family.
DR. LECONTE' R. MIDDLETON – Secretary
Hello, my name is Dr. LeConte' R. Middleton. My husband, Herman and I, have four children and have made the Cedar Lakes community our home for 16 years. I'm a School Transformation Coach with the South Carolina Department of Education with over twenty-five years of experience in education at all levels. I have served in almost every position from classroom teacher to elementary school principal and collegiate faculty. Teaching is what I do and love. In addition to my professional experiences, much of my time is spent in service to the community. I am an active participant of the PTSO, SIC and Band Booster at the high school our children attend. I currently hold a board position in a Columbia-based adult literary organization and serve as president of a STEAM-focused tax-exempt organization that provides equitable resources and opportunities for students in under-served schools. As secretary of the Deacon Wives and M I nister Spouses, I am able to communicate with members of our church on a personal level. When I'm not doing any of these things, you can find me organizing or participating in seed or plant swaps to preserve and protect plant diversity and encourage people to grow food. In my spare time I enjoy fishing, writing, gardening, and of course, spending time with my family. These are the things that get me through each day.
DAWN PENDER - Treasurer
I devotedly have served as treasurer of the HOA Board since 2016. I have been happily married to Doug for 40 years. We have two grown children, five grandchildren, and two fur babies (Pixel and Poppy). Doug and I have lived in the area most of our lives and owned land in Cedar Lakes West since 2006. We sold our original property and bought a pre-existing neighbor’s home in 2009. I am a certified Family as well as a Pediatric Nurse Practitioner who currently works for a statewide fatherhood ministry as their Project Director for Access to Health for over 15 years. We are charter members of Blythewood Presbyterian Church. My hobbies include taking care of hummingbirds, going to the beach with my hubby, and especially fun and laughter times with our grandchildren.
We love our small community and I feel highly accountable to my neighbors in handling the funds they have entrusted to maintain our beautiful areas, looking for ways we can improve our neighborhood, keep awareness of actions that could jeopardize our property values, and provide accurate financial records for our members information and benefit.

KATHY FAULK - At-Large Member
In addition to my love for animals and their welfare I also love my home and life in Cedar Lakes. I married my Husband Dale in 1996. He purchased our 25 acres in CL in 1994 while I was managing a 300-acre premiere horse farm in Blythewood which was my career for over 25 years. While I managed the farm I also taught and trained people and their horses the discipline and art of Dressage and Combined Training. We lived on that farm until we built our home in 2005. I can still remember driving down the "path" in Dale's truck to get to our property! I would call Frank Hunt and ask him "when are we going to get a road?" We also drove through Lake Carole before there was water in it just exploring! Living in Cedar Lakes has been a dream for my husband and me since we purchased this land in 1994. We care deeply about the land and the neighborhood! I am happy to continue to serve on the board as an "at large" member with an emphasis as landscape director. It is important to me that our neighborhood continues to develop in a way that protects everyone's property value and this beautiful land that we are all so fortunate to have.
TAMMY MCKENNA – At-Large Member
Tammy is a semi-retired, Masters prepared, Public Health Nurse and past manager of several large-scale health divisions with over 35 years of Nursing experience. She has been married to Bruce for 42 years. They have three children and eleven grandchildren. They have owned land in Cedar Lakes since 2006, moving here for the peaceful county life. New to retirement, Tammy is looking forward to more motorcycle rides, trips to the beach with family and friends and playing with the four legged “kid”. Tammy’s motto is “Team work makes the dream work”.
LEE FRUCCI - At-Large Member
My name is Lee Frucci. Professionally I'm an executive for the largest independently owned tire retailer in America. My main duty is overseeing the sales and operations of North and South Carolina for our 90 stores currently operating and being built. In my personal time I am a new tree farmer, dabbler in many hobbies and avid Chess player. My family and I share a home on Waxwing Lane and plan to be here forever. In my life I would rather aim too high and miss rather than aim too low and hit.
